Information Technologies Form the Basis for the Modern Education System

On November 12, 2010, there was held a conference “Information Technologies as the Basis for the Modern Education System” in the Russian New University (RosNOU). The conference was to provide an opportunity for young people to take part in a sort of scientific school.

The event was arranged on the initiative of the Russian Federation Ministry of Education and Science. It was aimed to help young researches and professors to explore advanced Russian and international achievements in the information technologies application in the field of education and to try to improve the efficiency of their practical use.

Prominent Russian scientists and professionals took part in the conference. Doctor of Engineering Science Vladimir A. Zernov, rector of RosNOU and a member of the Russian Academy of Science, opened the event. He said:“No modern educational system can exist without innovative information technologies. Our university is one of those that are responsible for innovative developments not only in the Moscow region but in many other regions of Russia”.

During the plenary session there were made presentations by Vladimir Babkin, scientific secretary of the State Duma Committee on Science and Technologies Public Council for nanotechnologies and an expert at the State Duma Committee for Science and Technology, Academician Alexei Khokhlov of the Russian Academy of Science, vice rector of the Moscow Lomonosov State University, Doctor of mathematical sciences professor Oleg Smolin, deputy chairman of the RF State Duma Committee on Education, and Doctor of engineering professor Boris Pozdneev, a corresponding member of the Academy of Science, vice rector of the Moscow State Technological University “Stankin”.

Vladimir Babkin said: “Innovations and innovative economy are not only technical processes, but also political and legislative ones. For the past 25 years there have been a lot of developments and innovations in our economy. They have started since 1985. But I would rather call many of them negative. Under the pretext of innovative economy our country has been actually deindustrialized. So it would have been wiser not to speak about the innovative development of the country, but to apply a program of innovative industrialization of the country and to move it on an advanced technological level. Then we could understand what we are seeking to achieve and who is responsible for it much better”.

There were held round table discussions, workshops and a seminar “Legal Basis of Modern Information Technologies” within the framework of the conference.
